Ex-DSS Chief Says Oyo no Strategy Not Applicable to All Kidnap Cases. A former Assistant Director-General of the Department of State Services (DSS), Mohammed Ngoshe, has said the intelligence-led operation that secured the rescue of abducted pupils and teachers in Oriire Local Government Area of Oyo State cannot be adopted in every kidnapping case across Nigeria.Speaking on Channels Television’s The Morning Brief on Wednesday, Ngoshe explained that the success of rescue missions is determined by the unique circumstances surrounding each incident.According to the retired DSS chief, factors such as terrain, the quality of intelligence, operational conditions and the tactics employed by criminal groups vary from one case to another, making it difficult to apply a single rescue strategy nationwide.

He noted that although Nigeria’s security agencies have the capacity to conduct rescue operations, the differing realities in various parts of the country account for why similar successes have not always been recorded, particularly in some northern states.Ngoshe emphasised the need for intelligence-driven, well-planned and situation-specific operations in addressing kidnapping and other security threats across the country.His remarks come in the aftermath of the successful rescue of pupils and teachers abducted from schools in Oriire Local Government Area of Oyo State after spending 56 days in captivity, an operation that has drawn national attention and renewed discussions on Nigeria’s security strategy.
