The Federal Government approved the recruitment of 300 staff members for the Presidential Foreign Intervention Promotion Council (PFIPC), an organisation later disowned by the Presidency as non-existent, according to official documents obtained by TheCable.The report revealed that the approval was granted through a waiver issued in August 2025, despite an existing federal embargo on general recruitment into the civil service.In a letter dated August 7, 2025, Mimi Abu, Director of Organisation Design and Development in the Office of the Head of the Civil Service of the Federation, conveyed the approval for the recruitment exercise.The waiver reportedly authorised the PFIPC to employ 300 personnel, raising fresh questions about how the council secured official recognition before it was later described by the Presidency as a “fake” entity.

The development comes amid an ongoing controversy surrounding the PFIPC and its alleged leadership. The Presidency had earlier distanced itself from the council, insisting it was never established by the Federal Government and alleging that documents used to present it as an official presidential body were forged.The latest revelation has intensified scrutiny over the approval process and the circumstances under which the recruitment waiver was granted, with calls for a thorough investigation into the matter.
