Senate Approves N50,000 Fine for Hawking, Preaching in Commercial Vehicles as FRSC Bill Advances


The Nigerian Senate has approved the Federal Road Safety Corps (Amendment) Bill, 2026, proposing tougher penalties for traffic offences, including a N50,000 fine for anyone convicted of hawking, trading, or preaching inside commercial vehicles.


The bill, which has now been transmitted to President Bola Tinubu for assent, is aimed at strengthening road safety enforcement and improving compliance with traffic regulations across the country.


Under the proposed amendment, passengers or individuals found engaging in commercial activities or preaching inside public transport vehicles would be liable to a N50,000 fine upon conviction.


Lawmakers said the measure was introduced to reduce distractions in commercial vehicles and enhance the safety of commuters on Nigerian roads.
The Senate also approved stiffer penalties for motorists who refuse to cooperate with Federal Road Safety Corps (FRSC) officials conducting roadside breath tests based on reasonable suspicion. Such offenders may face a N50,000 fine, six months imprisonment, or both.


The amendment further increases penalties for several other traffic violations. Driving under the influence of alcohol or intoxicating substances, previously attracting a N5,000 fine, will now carry a N100,000 fine, up to two years imprisonment, or both.
Motorists who disregard traffic lights, road signs, pavement markings, and other traffic control devices will also face an increased penalty of N100,000.


Similarly, violations of speed limits will attract a N100,000 fine, while reckless driving could result in a N100,000 penalty, imprisonment of up to two years, or both.
The revised bill contains a schedule of 52 traffic offences and corresponding penalties, reflecting the Senate’s move to give the FRSC stronger enforcement powers.


The upper chamber said the amendment would promote discipline among road users, reduce accidents, and improve safety standards on Nigerian highways.
